Action Group on RTE, Andhra Pradesh, is a coalition of various civil society organizations, Supporting Agencies (such as UNICEF, Save the Children, OXFAM, Dka Austria, Plan India etc.) and networks, drawn together from the 3 regions of Andhra Pradesh for contributing their efforts for bringing significant success to the Right to Education Act for making the children of Andhra Pradesh to access all opportunities of Free and Compulsory Education through RTE Act. The Members from Andhra Pradesh Alliance for Child Rights are the part in formation of Action Group towards exclusively working for strengthening the RTE Act, 2009 in the State of Andhra Pradesh. The Action Group has taken up an intensive process of organizing consultations at Telengana, Rayalseema and Coastal Andhra regions involving representatives of 210 civil society organizations, Agencies like UNICEF, INGOS like Save the Children, Plan India, Oxfam, DKA Austria, Networks and Teachers, to widely discuss about the draft state model rules on RTE: Save the Children has facilitated a State Consultation with Action Group on RTE along with other NGO Networks and INGOs for finalization of the draft state model rules from Civil Society Organizations.
During the Consultation, the group compiled the suggestions from various districts and regions on Draft State Model Rules and formed comprehensive suggestions. The comprehensive suggestions and recommendations have been submitted to the Principal Secretary, Education Department, Government of Andhra Pradesh & the Project Director, SSA, Hyderabad on in the month of July, 2010. Some of the suggestions made by the Action Group on RTE has been considered in the Final Rules
Formation of District Level Action Groups in 8 districts of Andhra Pradesh in partnership with Save the Children and mobilized and created a platform for 404 civil society organizations to be part of District Level Action Groups on RTE. The Action Group on RTE taken a survey of schools with involvement of district level action groups to understand the status of compatibility and adoption of the Right to Education of schools has been done grossly covering 976 Government schools across the 8 districts of Andhra Pradesh. The survey focused on the existing conditions of the schools, in terms of infrastructure, teacher pupil ratio, class rooms, toilets, teaching learning material, dropout rates etc.
The State Secretariat is strengthening the process, initiated at the District Level and also planning for collaboration with Sarva Siksha Abhiyan for initiating Reporters from Civil Society Organizations for monitoring the implementation of the Act very effectively at the grassroots level. APACR would like to reintegrate various initiatives supporting by UNICEF, Save the Children and DKA Austria towards developing the capacities of NGOs, Government Functionaries and Teachers Unions on RTE Act, 2009.
